I think a "systems thinking" response on this would necessitate acknowledging that a certain segment of "the" public will never engage with an expert-led information model and we have to account for that. While I do think that public engagement needs to be curated at all levels, I also think that if you acknowledge that we can accept single-digit percentages of ... whatever you want to call them, let's say "refuseniks" ... then their involvement needs to be considered differently.
