It does, by the executive and the courts, not mobs. The function of Congress is to provide legislation that moves the country forward, not engage in obstructionist culture wars that ensure nothing gets done.

Legislation originates in the House, passed in the Senate and signed off by the President. The courts determine whether it is constitutional.

Well, the republican party has spent the last two years driving out any state election people who had a speck of integrity and honor and refused to cheat on Trump's behalf - in favor of those who basically said "I'll do what I need to."

I don't know there will be cheating in November but I'm willing to bet a sizeable sum that if there is it will be the Republicans who do it.
