And the few times it's happened it's generally only in the thousands and not tens of thousands or hundreds of thousands. Duties and tariffs are designed to protect local businesses. Taxes are designed to simply fund the government. See the stark difference?

So is user fees and royalties but they're not taxes. Tariffs are different in that their purpose generally isn't to raise money but to impact the economy by discouraging dumping of other products in the country which would hurt your industries or by giving your industries a competitive environment until they grow. Or to pressure other countries for negotiation purposes. So there's an effect and benefit that's beyond collecting money for services like taxes. So the impact is different and you have to account for that. IF more businesses wind up investing and spending money in the US and creating jobs and industry as a result that has a strong positive impact on gov't revenues AND the job market and money in people's pockets. Which is generally something taxes can't do It's not a subtle difference, it's huge. Of course the question remains whether it'll work. I think it's going ot hurt them in the long run and the results won't be as good as trump thinks but we'll know for sure in about a year one way or another. We should start go see some signs by the end of this year.
