You can make a big difference by just doing what worked in the past. Exercise a strict "remain" policy (which biden cancelled) which does help, concentrate on not letting people in or going out to rescue them and focus your man power on patrolling to catch illegal crossings. Shoot to kill if a crowd tries to rush the border to break in. Put barriers to limit where people can easily get in. Have severe penalties for being caught in the country illegally especially for those who 'snuck' across. You'd eliminate about 80 percent of the problem.
