So far it's a lot of complaints about noise and congestion, some unproven anecdotes (one witness talked about a homeless man getting beat up but could not provide a name, police report or any other information). If you look at the criteria for declaring the Emergency Act, inconvenience and noise are not part of the criteria for declaring a national emergency and imposing martial law across the country.

I'm not in much dispute here. I don't have any inside information of how they spend their money in Chicago, but I'm pretty sure we don't do it that way in Canada.
