Economic union is the only plausible answer I can think of because Canadians won’t go for 51st state and the Yanks probably wouldn’t want to deal with the domestic complexities of Canada, especially Quebec. A union with free movement of goods, services and labour between the two countries is a good start. Over time reduce duplication as much as possible.
