That's been a problem for years but it's gotten worse with targeted recruiting. The traditional source of input, those 7% of the population who are "ready, willing and able" have not been the targeted group for years and it now shows to the point that everyone can notice it. The waiting list for those fit, rugged, young guys who you would think are perfect candidates (and a small number relatively speaking to start with) is so long that we lose them to things like policing and fire fighting... who are also hungry. Attrition results in the loss of your best people and it never applies to fat slackers.... those careers are measured in decades. We're 16,400 bodies down right now and even catching up to the pathetic number we should never have dropped below will be a challenge that will take years. It's to the point now that I think manning new equipment like UAV/UAS and P8 acquisitions will be challenging. And from that perspective, even a sudden increase in spending to 2% of GDP would create a unique problem... it would actually be hard to spend that money now. Cool eh?

It's worth mentioning that there is actually a huge cultural divide between Canada and America on this. Until relatively recently in our history the age of consent was 14 in Canada. Which meant a 14 year old girl could sleep with a 25 year old perfectly legally (there were other restrictions such as 'position of authority' etc that did apply but not age) And even now we have the age of consent at 16 years old and below that we have the 5-year rule for 15 and 14, where it's not illegal as long as the two parties are within 5 years of age of each other. So for example a 15-year-old could sleep with a 20 year old or a 14 year old could sleep with a 19 year old. And for 12 and 13 we have a 2 year rule. But when they hit 16 they're good to go except for specific exceptions such as position of trust, etc. teacher can't sleep with a student till they're both older. Historically Canada has a lot more sexual liberty than the united states and the history of marrying younger that was reflected in our early laws. It wouldn't be considered perverted in Canada for a 16 year old to sleep with a 20 year old and there is a strong emphasis on teaching kids early about birth control and the dangers of unwanted pregnancy rather than teaching abstinence. I often see things where somebody says that an adult slept with a 17 year old in the states and everybody considers it child molestation or the like and it's kind of funny because in Canada that would be very common. Adults over 20 sleeping with 16 year olds is certainly frowned upon and not encouraged but it's not illegal. Fun fact: Teen pregnacies in the US are still much much higher than Canada, tho they're getting better. Only if you use rule #5. The government does not have to use an unlimited amount of funds and resources just because someone wants to publish a paper on trans infants. If the people that did that study can find a private institution to publish it, then they are free to do it. Censorship would be preventing the paper from being published any where and threatening government action if it was. That has not happened and will not happen. As of now, the government isn't paying for those topics. End of story.
