Apparently, his “understanding” is based on his own opinion, since his own attorney advised him otherwise and surely others explained as well.

Special Master will not review the classified docs, the Government is free to do what they please with them. The 11th Federal appeals court has already rendered the issue moot, having ruled in favor of the DoJ that the classified documents belong to the government. They also said that classification status doesn't matter.
