The reason is fairly simple in that our ports are at or near capacity. They couldn't handle an increase of 5% in trade. The only effort at expanding them is two new slips in Montreal that have been under construction for years. Given the timelines, no notable expansion in our port facilities (including or excluding pipelines) is going to happen anytime in the next decade.
