Depends what they mean by consultants. An actual consultant comes in for a very short time, consults, goes. So they don't cost anywhere near as much as a salary employee. And then the question is going. Why are they coming in? What was it that we couldn't figure out without them and why? People who work on contract, who are hired through large agencies... Are also sometimes called consultants. They are really just full-time employees that can be fired on a dime, not unionized, often offshore and cost less therefore.
