To do that, he has to offer and the local authorities have to accept. In LA, the riot was not related to a predictable event. No offer of the NG (as a peace keeping force) was made because there was no event that might trigger a problem. However, the NG can be used if there is a local emergency like a multi night riot. I just can't believe how often you are blatantly wrong. You have to have a perfect score. Its like you are pre-programmed to do and support the wrong things. Its just really weird.
