This isn't a guaranteed outcome. It will depend on a ton of variables from price elasticity, to domestic production. What it does do is inicentivize domestic production and dissentivize imports. Japan's deal is a perfect example. If they produce nthe goods in the US they get a huge break. That means jobs for Americans.
