By 1905, we certainly did record every single hurricane that hit the continental US. The entirely of the East Coast and Gulf Coast was fully settled. There’s no missing data. The Atlantic sea lanes were also very busy with shipping and weather was very carefully monitored. Turns out, people didn’t want their ships to sink and when they did, it was a big deal. By 1911, with the sinking of Titanic, we know that ships all had radio and could relay weather conditions to one another across the busy shipping lanes.
