I think it is radically over inflated, and then is apply to an entire generation and all subsequent generations. It is portrayed as the sin of the government rather than the sin of the individual criminals who did it. That just makes them even dumber. That they'd use them as toys and never imagine how much easier they could make life if used for transportation. Maybe they figured building and maintaining roads up and down mountains and hauling wheeled contraptions over them would be to hard to make it worth the effort. We never used wheelbarrows to pack tail hold blocks and straps a 1000 feet up a mountain side when logging. The block (a wheel) weighed about 90 lbs and the strap was another 20 - 30.
