Likely code for the trappings by which we might define civilization to be civilized as opposed to an extermination level event. I'd predict that cooler heads will prevail and the action will be measured, proportional, and have defined military objectives. Power grids and infrastructure are generally considered as part of any pre-strike collateral damage assessment (CDA). And here's something liberals and Trump haters in the crowd might be slobbering over right now... deliberately destroying Iran's national grid may (if pursued indiscriminately) qualify as a war crime depending on how individual targets are defined. A bit beyond my pay grade actually but civilian infrastructure is generally protected... strikes would generally have to show that they were in support of military objectives and proportional to achieving them. Indiscriminate attacks that knowingly plunge the civilian population into blackout and deprive them of essentials (like medical care for instance) are problematic assuming they are (or could be) deemed indiscriminate and cause deliberate depravation and hardship to the civilian population.
