China could eliminate leaded gas with the stroke of a pen, but only if the leader agrees. There's no public sphere as ours but it also means no Nimbyism, no lobbying etc. Also it's more about authoritarianism than Communism. Siesta in the afternoon and back to work when it cools down a little in the evening. We were talking about adopting the Mediterranean lifestyle tomorrow by starting early then quitting before noon for lunch and waiting until two or three hours before dusk to start again. It is so hot there that they have reduced all the daily tours to from 8 AM to noon. They go back to the ship at noon. They have had several evening dinner outings in Chateaus cancelled because there is no air conditioning.
