I watched the interview with the neighbour of this terrorist Salman Abedi. He said he was a "good man". No one would have thought he will commit this crime and understand his thought process. There are horses for courses Your example is not representative of society and nothing to do with religion. But since you asked there should be some meadured punishment if that were the case.
