I have mixed feelings on whether the Trump administration should respond to Democrats for the lengthy lawfare campaign they waged against him. Two wrongs don't make a right. But on the other hand, it's almost a certainty that the Democrats will continue to wage war against Trump by any means necessary when they get the opportunity. When it comes to dirty tactics, it's the knife to a gunfight when it comes to Republicans vs Democrats.

When we talk about governments spending borrowed money, it's not really a cut if they decide to reduce that allocated budget. If they were initially planning to borrow 2 billion, then later decide to borrow only 1.5 billion, it's debatable whether it's really a cut as opposed to a spending reduction. They are still overspending at the end of the day.
