No, it wasn't. The gain was only for the very elderly, the very obese and the already terminally ill. For everyone else (the majority) it was all risk and no gain. Legally, Biden and Harris would have been able to stop much more illegal immigration if Congress passed the bipartisan bill which Trump blocked. I think voter apathy is one of the biggest issues facing democracy.
