Because it turns out tariffs are an effective tool for that as well. Tariffs may make things more expensive for the consumer but they also significantly reduce sales for the seller So if we do not retaliate with counter tariffs their industries make more money and our Industries become their Industries By putting tariffs in place we put significant pressure on their Industries to pressure their government to come to a deal.
