I think he was just saying it's hard to buy for women so he should just get them money to get what they want. People really get worked up over everything this guys says. People kept asking him to declare a state of emergency. He kept saying it's a Hydro problem and they can ask for it to be declared. Apparently if a State of Emergency would be called then it would be a city-wide issue. Right now the problems are quite localised. Quote

No, that's not the case. The mayor still has power to do that, but once he does the Deputy Mayor has to take over. Shows how silly those votes that were taken last month were. People seem to be working together and not pointing fingers at each other. Remember this isn't a Toronto only problem, there are other communities that were hit just as hard. Quote

No one has said what declaring a state of emergency would do. The province is already assisting in trying to restore power. Apparently they would have called one if the forecasted wind storm materialized last night putting more people out of power but overnight the situation actually improved. So far I haven't heard of one death related to this storm. People are inconvenienced by losing power, generally in areas with lots of trees and power lines, but as far as I've heard everything is being done to attempt to restore power. We have one-third of the city without power and crews are working hard to restore it.” Ford said calling an emergency would in essence “shut the whole city down” and this is not yet necessary. Sunday’s concert for Kanye West would have to be cancelled and “stores would have to be closed” and all transit would have to be halted. The so-called state of emergency is pure symbolism, and won't actually speed up the process of restoring power to those that don't have it. It's just a new way to criticize Rob Ford, that's all.
