Apparently for some cases, the statute of limitations has run out, but not in all cases. On the flip side, if no prosecutions are forthcoming, then Obama granting pardons would set a precedent increasing the likelihood of prosecutions if the same illegal activities are used in future. Interesting legal stuff.
