Jobs for the boys. If it was serious work we already have the infrastructure bank which could easily have dealt with it. He's creating million dollar a year jobs for people he knows and creating investment capital for businesses friendly to the liberals doing projects he approves of. This has been done before in canada and i don't mean 'legitimate' wealth funds like the heritage fund, but rather these faux investment funds.
