No, he is saying to Putin, fill your boots because maybe I'll do nothing. Putin has forced them to pony up because of his invasion. Poland isn't increasing its defence spending to 4% GDP because of something Trump said, neither has Germany doubled its spending because of something Trump said. Finland and Sweden aren't joining NATO because of something Trump said. All of this happened after Putin invaded Ukraine.

UN inspectors were saying there were no WMD's right up to the day the war started. I can understand going into Afghanistan after 9/11 but the Iraq invasion was manufactured, but then so is Putin's invasion of Ukraine.

Poland defence spending to hit 4% GDP this year. Germany more than doubled its defence spending in 2023, from 47 billion Euros to 100 billion. This was a result of Putin's invasion more than anything else, although Europe is increasing looking at the US as an unreliable ally if Trump becomes president again.
