Nope....R2P was not developed by the Clinton administration as policy doctrine. NATO's action during the Kosovo War (1999) was to force Serbia/Milošević back to peace negotiations. Clinton acted to protect U.S. interests, not R2P. Canada, the ICISS, and African Union has far more to do with formally crafting such a policy to counter sovereignty claims, even without the capacity to enforce it. Chretien (Canada) had previously failed to convince Clinton to intervene in Rwanda and provide the armour/heavy airlift to do so, as Canada had neither.
