If confirmed, I agree it would be a misuse of taxpayer money, however minor it may be.

It's not really minor. 

They are paying off people to target their political opponents with malicious smears using taxpayers money. And in many cases being done on protected grounds (religion, gender).

Yeah, suddenly Politico got 8 million in subscriptions when Joe got in office and that was no influence at all. Have you heard of the concept of money laundering?

The Rules for Liberal tactics:

This does sound like a minor example of wastefulness rather than the obnoxious brand of corruption that West etc are presuming. But there are 10,000 people who work for USAID and $8 mil in Pro subscriptions ($3295 each) or whatever else they are subscribing to suggests that there is probably a lot administrative overhead happening beyond what would be acceptable for in any decent private sector global aid organization.

Do you think we find out Epstein was sort of the Quarterback between NGOs and USAID? 

If I were a betting man, I would say that there's some sort of flow of tax payers cash to fund vile shit and he's involved in some way
