In my case I've also been a first responder and firefighter and regularly plan for and carry out safety drills for any number of different emergencies on boats. Neither of those statements is true. Do you HONESTLY don't know how our system works? We're a confederation, not a federal system. We have provinces which have equal powers under the constitution. Quebec and pei do not have 'soverignty', only canada does. At the central government, we have two official languages - our federal state bureaucrats must be able to speak to us in French and English. We have no official state cultural.
