But why would you think that you should be tripping over the numbers of dead bodies?  In a place like Winnipeg, Manitoba having around 2000 dead for the entire pandemic, what about these numbers makes you think people should be tripping over all the dead strewn out in the streets of Winnipeg?

How do you know they didn't, hmm?  Anyway, most people are heading to hospital when they are still well enough to breathe on their own, so dying on the way would be unlikely.  Common sense would tell you that.

2000 in MB.  Some proportion of then in Winnipeg.  So why would bodies be laying out in the street if 1500 (?) people died in Winnipeg of a deadly virus that acts slow enough that people can call 911, or take a taxi to get to the hospital?

 Hell, a rickshaw pulled by turtles could get someone with COVID to the hospital before they keeled over and died in the street.

People didn't die in mass numbers on the street because Covid doesn't act that quickly, they had time to get to the hospital if they needed/wanted to.
