Simple  Every state would have to agree to the national popular vote deciding who the president is by that method. Most of the states already award the EC votes of their states by popular vote across the entire state anyway, only two states award them by districts, and they don't have many electoral votes. Going around it is harder than getting rid of it, and getting rid of it is hard enough. /shrugs If a bunch of states would rather apportion their EC votes based on the way the entire country voted, instead of just how their state voted, while pretty much every other state apportions their votes based on who the voters of the state voted for, that's going to play into Republicans hands.
