I don't think government policy was a major factor for either Harper or Trudeau although Trudeau's immigration policy certainly didn't help. Look at home price history and mortgage rate history and you will see that as interest rates declined, home prices increased. Almost free money and the ability to qualify for huge mortgages had as much to do with it as anything.
