The proper lens to view this is from the Qatari perspective. America is a net oil exporter, we’re actually an oil competitor. We went from security guarantor to economic competitor. This is one of the ways the Middle East is trying to regain American engagement. It’s not just them either, Europe and Asia are transitioning into this brave new world of American strategic apathy.

It’s a good thing for the Qataris as well. Small countries like them need a security guarantor. Canada and much of Europe hasn’t figured that out yet. To their own detriment. The point is simple. If you want American engagement, pay for it. Else sort out your own mess.

Ps, what does history say about European sorting out their own mess, or the rest of the world for that matter?

Devils in the details, is the money being funded to universities for education or for political purposes? The money so far has gone to universities with long standing ties to Qatar like Texas A&M.
