TBH a 50/50 split is pretty bad, considering that you have to get unanimous support from both elected and hereditary chiefs in about 20 bands before you can get permission to stick 1 shovel in the ground a few years don the road.

FYI 20 bands x 2 chiefs each = 40 chiefs. That's a lot of people to get unanimous support from. 

 

Here's something that you completely fail to understand: INVESTORS don't just look at oil reserves, they take political climate and a whole host of other things into consideration. 

When they see a government as hostile to their industry as the LPOC is, they just look elsewhere. 

Companies spent many many millions of dollars getting environmental studies done and costing their projects, jumping through the hurdles with all of our elected chiefs fifteen years ago, and then along came Trudeau to just throw cold water on everything. He heroically said: "We are phasing out your industry" and he cost us over $130B in investments that were already set to break ground, plus other projects that never even got proposed in his whole reign.

Investors know that they're one rousing Greta Thunberg speech or one dirty bird away from getting shut down here, so why would they even start?

In the Bill C-69 world, the Saudis just need to find 1 chief in 40 who really wants a big fishing boat, and they can put an energy project back a decade or more. Our economy can be thwarted by a foreign power for 15 years for the cost of two blocks of a city sidewalk.

Sure, some chiefs see him as "ok", and are "cautiously optimistic", or say that "maybe he's interested in working with them", and that's as far to that side as the pendulum swings. They're saying that Carney's words and actions are a dealbreaker for them.
