Sure he can. It's called a breach of contract. 

If the school is not adhering to specific requirements of their contract, in this case allowing raging anti semites to take over parts of the campus and intimidate Jewish students, then they can pause or remove funding for contract breaches.

I don't manage their contract but I'll take the word of the government administrator who felt that it was not in the governments interest to fund an institution that allows what we saw last spring and summer on campuses across the US.

The texts were recently released by a congressional committee investigating antisemitism at Columbia, and were first reported by The Washington Free Beacon, a conservative website.

Susan Chang-Kim, formerly the vice dean and chief administrative officer of the undergraduate school Columbia College, was dismissive of the students’ complaints, texting that it “comes from such a place of privilege… hard to hear the woe is me.”

Cristen Kromm, formerly the dean of undergraduate student life, texted vomiting emojis and wrote, “Amazing what $$$$ can do.” Matthew Patashnick, formerly the associate dean for student and family support, suggested Jews on campus were just trying “to take full advantage of this moment. Huge fundraising potential.”

All Trump has to do is use "cost savings" as the reason, and you can bet your woke, stupid ass Columbia is misusing all or most of those funds anyways, so hopefully Trump doesn't stop at just the $400M.
