FDR was selected for his third term at the nominating convention. He refused to even run; he wanted the party to ask him.

Besides that, Kamala Harris was the Vice Presidential candidate choice selected in the primary votes, and when Joe Biden stepped aside, she was the logical choice.  There was no time for a nationwide primary and you know it.
