He explained it very well during his RNC speech - he didn't do it then because he hadn't thought of it then.  He was in a restaurant one day and was talking to a waitress, who told him that she was struggling and that the government had turned up the heat on wait staff in terms of taxation (Biden/Harris) so then he asked her if it would help to get rid of the taxes on tips and she said it would.  So right there, he thought up a tax policy without having to spend millions on consultants etc.  Pretty nifty eh?  A presidential candidate who talks to people??

They went after millionaires.  
The agents didn’t go after waiters and waitresses, because they’re salaried workers. Their tips are taxed as part of their wages.
