Our Congress is lazy and they don't want to deal with anything that is controversial so they use it as a wedge issue but never do anything about it. It is the very reason the President has way more power than he should because Congress is like "whew, he made the decision" either a. they can attack him on it but never do anything about or b. praise him and not do anything about.
