Are executive presidents dictators ?

We all want to move to democracy, so why are we following presidential systems in number of countries which are creating dictators ? Examples are Bolsanaro, Trump, Edogan, Putin and the list goes on.  Not to mention 3 levels of bureaucracy - president, lower house/house of rep and senate/upper house.

Why can't we all implement just Westminster system (where Prime Minister is the leader of the country) ?

US stands 30th in democracy index, most of the countries above US are using westminster system.

They will get away with whatever the public allows them to in any system. Many of these countries also have military, courts  and national police that have been politicized. Uncommon in mature western democracies but not the rest of the world. I do not include the US in that category yet although their SC is a big concern. They elected Trump but also fired him 4 years later and wouldn't stand for his attempted coup. For all its ugliness, the checks are still working.

That's right, Trump is not a dictator. Thanks to Mike Pence we narrowly avoided a coup attempt and we don't have to figure out what Trump actually is in a post-democratic United States. Rather, in a still democratic United States, we know exactly what he is: a one-term mistake now under criminal indictment.
