Sounds like a bad idea, that would just further entrench the Liberal Party of Canada as the natural governing party of Canada and make it much harder for the Conservatives to win by splitting the left. Canada's electoral system works pretty well up here. I wouldn't advise America to adopt it though. The East already controls the West in Canada which is why we could use a Senate with two Senators per province rather than the reward for life that it is at the moment.
