The crown lays the appropriate charge based on what they deem was intent, and of course what evidence they have to support the charge. If you murder someone for kicks, or because you were angry, that's second degree murder. If you murder them for sexual purposes that's first degree. He's PM designate, and in our system of government, that means that during the period of transition his prerogatives will be recognized as having the same weight as if he is sworn in. He is perfectly within his rights to begin laying out his policies. Just because you appear ignorant of how the transition works doesn't mean Trudeau is doing anything wrong, or anything differently than his predecessors. Talk about sour grapes.
