Sixty-seven thousand million dollars is almost thirteen and a half million dollars spent per athlete.

You forgot a decimal point. The estimate is 6 to 7 billion. The original estimate was 2 billion.

Toronto spent a bit north of 2 billion for the Pan Am Games in 2015. 7 Billion is absurd.
