      Huh? Not if there are no such facilities available because Trump cultists are easily convinced that establishing such facilities would be "batshit crazy".

      But where such facilities exist, what better way to determine eligibility than to treat homelessness like the mental/public health crisis it is? Breeding disease in tent camps is no good for anyone.
