That authority was abdicated to the president in Trade Act 1974. I generally don’t agree with tariffing Canada as they are economically another state. That’d be taxing ourselves, but given Canada’s episodic anti-American mental illness. It’s at least temporarily justified. Probably should lift tariff on them eventually though. In reality, ANYONE CHARGED can contest the validity of the tariff they are being charged because Congress is the ONLY entity empowered by the Constitution to charge tariffs and the POTUS has NO such authorization.
