That is just an example of Trump showing that he is against putting US troops in the line of fire without a good enough reason.

His point is that Liz Cheney thinks it's not such a big deal to send US soldiers into missions knowing that some will die, and things would be different if it was her life that was on the line: "if the guns were going to be pointed at her instead of someone else, she would be more reluctant to start wars".

Further to that, when Trump drone-strikes Iranian Generals and cartel drug-boats, he isn't engaging in the normal war of attrition, where minions die. The target is placed on his own back.
