Canadian Prime Minister Mark Carney did declare the longstanding relationship with the U.S. is over, stating that deep economic integration has become a "weakness" for Canada. He argued that middle powers must stop relying solely on a U.S.-led, rules-based order, which he claims is no longer functioning as great powers increasingly use economic integration as a weapon.

"nobody needs the US and the middle powers should all band against US hegemony. .. our relationship with the US - specifically economically & militarily - OVER."

He said the old relationship is over, to be replaced by a new one, which will of necessity include  a great deal of economic and military cooperation.

In other words the relationship is changing (You heard about Trump and his tariffs?) which is obvious to everyone.

Now he didn't say the words precisely the way you wrote it but he certainly absolutely did say that our relationship as we have had it with the united states is over, and he absolutely said that any Reliance on the united states is a weakness and we need to band together with the middle powers against the united states hegemony

So why you can pretend to be a lawyer and quibble on the exact details the reality is that is what he said and certainly the message he conveyed.

Now I don't think anybody is suggesting but we won't have dealings with the united states and I don't think anyone is suggesting But he claimed we would never speak to the Americans again or something stupid like that.  But he was pretty clear that our days of close partneship in trade and security is "over".  His words.

I wonder if it isn't the other way around. Canadians just like trump so when he's talking to them it's all about how trump is ruptured and relationships with America are a weakness etc etc. He thinks to himself " They'll like me if I say this bad stuff about trump!"

Then when he's in front of trump it's all make America great again, allies forever, we have a few technical things to work out but otherwise things are great! And he's thinking "If I say the stuff about trump trump will like me"

I think he just says whatever the hell he thinks the people he's talking to at that moment want to hear.

oh he's lying and twisting his ass off right now to be sure. 

And people are starting to notice.  

And they're starting to notice that he's all about the announcement but nothing happens. I'll Sizzle in those steak at the same goes. We will build like never before! Except there's nothing new being built. It's been a rupture we must form a coalition of middle countries! But there's no coalition and he's saddling up to china. We must fix the food problem, and he anmounces spending more money but even he admits it will be years before it makes any difference and in trurth it won't make any difference

Politically he has to start making some significant actual deliveries. He has to achieve something not just announce something and it can't just be his usual taking credit for somebody else's work.

If we get to the fall and things haven't substantially improved on that front I think he's going to start facing some serious headwinds
