For many people victory at all costs no matter how bad you screw over the country is indeed a viable political position. Well, in canada but even in the states you have to remember that the reason for wanting to be the gov't is fundimentally different between the left and the right.  The left is all about power for the sake of either filling their pockets and scamming the system  or for bringing about their own ideological goals such as the institution of communism or socialism or what have you. 

Or both. One is often seen as leading to the other, the higher ups in china and old russia aren't suffering poverty  

So it's not about governing the country well.  Once you understand the motivation, the fact that they only really care about winning makes perfect logical sense
