He has made statements close enough to that.  He's said that our relationship and the previous order is 'ruptured' and we have to look elsewhere to 'middle' countries to fight back and that we need to diversify away from the us trade.

So the relationship is over. We don't need to deal with them. They're unreliable

His entire Davos speech was about how nobody needs the US and the middle powers should all band against US hegemony.

He declared our relationship with the US - specifically economically & militarily - OVER.

"We can give ourselves more than the US ever can."

I know you like to play this game that he didn't say THOSE EXACT WORDS.  That's why the words are in quotes in that post.

But he most certainly said those exact words - in different words and the impression he wanted to give was clear.
