That is absolutely true. The target is 2% and for most people it needs to be there because their income is not raising significantly faster than that. But any inflation is on top of the inflation before. So if something cost $100 and due to inflation it's gone up to $200 that 3% is actually 6 dollars, Or 6% of the original price Which would represent 6% inflation compared to the Baseline.
