Yes, this is a very natural and quite predictable result of an evolution of a political and governance system intentionally designed to keep the entitled status quo intact for perpetuity, isolating it from any meaningful competition. Social and geographical factors do the rest. With exactly two possible options, the populace would statistically lean toward a more generous, "caring" one, sprinkling a few more goodies a bit more often from its heavenly (yes, literally, at up to 10x median income in the country) Olympus.
