He knows he can't win the election without Florida and that most the COVID situation in Florida, combined with the older population means he pretty much has no shot if people can't vote by mail. Trump has pulled advertising in Michigan. Already waved the white flag there. So Florida is must win. All Biden has to do is take back Wisconsin and Pennsylvania but taking Florida would negate that.
