If I tell someone that a terrorist is being charged with using a WMD, the first thing he/she will think of is not going to be a make-shift pressure-cooker bomb. Granted the law may be appropriate, since it maybe fits the strict legal definition. Nonetheless, it sounds like pure hyperbole to hear that he's being charged with using a WMD when in the last decade we've been concerned with sarin, anthrax, and dirty nukes.

As they say though, ignorance isn’t a defence though………Fore a “WMD” as mistakenly understood would include an envelope with say anthrax that could kill or make sick a couple of people or the usage by police of teargas/pepper spray but would preclude the Boston bombing, Oklahoma City bombing or a terrorist using a MANPAD to knock down a 747 or a 81mm mortar to kill and maim a large grouping of people.

As such, when referring to nuclear, biological or chemical weapons, one could refer to the much older and accurate definition of NBC weapons.

If one can't talk because of a throat wound, I doubt that would affect their ability to write ......

Ricin is made from castor beans. The authorities will always try to pin it on someone. That's their job. Even if they cannot find the right person.

Actually it was a good part of the FBI and also the CIA knew about these two. The FBI also told the Canadian RCMP and CCIS to hold off arresting the two Via Rail suspects. So the FBI knew about both plots. The RCMP and CSIS said screw it, let's get these guys right away, that came right after the Boston incident. If they waited for the FBI to give them the go, we might have had a couple trains go BOOM. FBI Fail !!!!

But in both cases laws were lined up to be passed at the right opportune moment. Kind of like how the PATRIOT ACT was passed into law only a couple months after 9/11. And now new laws will be passed in Canada in light of the VIA Rail suspects. How does that happen AW? A document of the scale and scope that was the PATRIOT ACT was known to be worked on for more than a year. If 9/11 did not happen there would have not been an excuse to restrict American's rights and implement all the security theater.

The trains blowing up would have allowed the government to go full force with the TSA at train stations as well as airports. Each incident, security is ramped up and rights are restricted.

If one can't talk because of a throat wound, I doubt that would affect their ability to write ......
